Add documentation for USE Metrics in README.md

This CL adds documentation for USE Metrics in the README file
for the project. This will help provide context to someone trying
to understand the project

+A crucial component of the debugging information collected by the agent is USE
+(Utilization, Saturation and Errors) Metrics. USE Metrics provide a way of analyzing
+the perfomance of any system. The metrics can be defined as the following:

+To collect USE Metrics for various components of the Linux system, we used a Linux Perfomance

+Looking at the checklist, we can get the utilization value by summing the values under `us`, `sy` and `st` columns, which in this case would give us a CPU utilization of 6%. For each component of the system, we collected its USE Metrics and uploaded the resulting logs to Google
