cos_gpu_driver_builder: allow using default application credentials to access private GCS data

Now cos_gpu_driver_builder can be invoked from a GCE VM using a simple
docker run and from elsewhere using:

```
docker run
-e GOOGLE_APPLICATION_CREDENTIALS=/tmp/keys/creds.json \
-v $GOOGLE_APPLICATION_CREDENTIALS:/tmp/keys/creds.json:ro \
cos_gpu_driver_builder ...
```
