Problem reported by Houge Langley for ‘gcc -std=gnu99’ in:

* NEWS: Mention this.
* date.c, localtime.c, private.h, zdump.c, zic.c:
Use ATTRIBUTE_* at the start of function declarations,
not later (such as after the keyword ‘static’).
This is required for strict conformance to C23.
