Subject: Fix ragel-6.7 for cross-compile
Use simple 'test -r' to check for a local build file.
AC_CHECK_FILES bails out when used for cross-compile and is not supposed
to be used for checking the presence of a build file as opposed to a host
file such as /dev/urandom.
