changelogctl: Check if changelogctl binary exists during test setup

Remove tests using fallback URL since we don't use the functionality anymore.

Tools for Container-Optimized OS

This is a repository of various tools developed for Container-Optimized OS. Examples include cos-gpu-installer, cos-toolbox, etc.
