changelog-web: Added Readme webpage This CL adds a Readme page to the changelog webapp. It also adds a reference to go/crosland in the changelog page and adds 80 character line limit to HTML pages. BUG=b/160901711 TEST=run local Change-Id: Iaf92f7b4602b2efeabc1ae9e3b66fae860fc5f9a
