Add the "-nvidia-installer-url" flag This enables installation of an nvidia installer from an arbitrary URL. It is useful for testing and debugging. Since we don't have good tools for signing unofficial drivers right now, we require that this flag be used with -allow-unsigned-driver. TEST=Manually build an unofficial precompiled installer for live cos-93 image. Disable signature verification on cos-93 VM.
