Update contributing instructions Remove the leading dollar signs in command line examples as they don't get cut automatically when copied like they do in g3doc. Add instructions on setting git cookies as it was required for me when I tried to upload a change using my personal account. Change-Id: I758c1679a3b2d4e48d3d23cdbbe97f35e812f9ed
