extensions-manager: update cos-gpu-installer to v2.1.9

Changes compatibility driver version of L4/H100 GPUs to R535 driver.

When GPU driver versions < R525 are attempted to install on L4/H100 GPU
devices, the installer has compatibility logic to select appropriate
compatible version for GPU driver installation. The compatible version
chosen by the installer is R525 (falls forward to R525). As R525 driver
is going EoL, we update the cos-gpu-installer to v2.1.9 for which the
fall-forward version is R535.
