project-lakitu: Update Docker to 20.10
The new docker version requires CONFIG_BRIDGE_VLAN_FILTERING, so I
enabled that in the kernel.
I guess menuconfig hasn't been previously run on the arm64 config. I
updated the config using menuconfig, which made a lot of changes
(including enabling CONFIG_ARM64). I think these should be fine, but I
haven't tested it. If there are problems, we should fix forward.
