LAKITU: Skip cleaning i686-pc-linux-gnu for bootstrapping
This toolchain doesn't exist when bootstrapping, so cleaning it
isn't necessary when bootstrapping. However, the clean behavior puts
crossdev in an invalid state when bootstrapping, which causes later
crossdev usage to fail.
