make_chroot.sh: Do not set chroot to latest
If we download a SDK that is older than the current set of hooks,
make sure we still run the hooks to catch up.
This comes up when new hooks land,
but the SDK builder hasn't completed yet.

TEST=created a new chroot after adding a new hook locally and chroot hook was executed.
