c-ares: upgraded package to 1.17.2
Upgraded net-dns/c-ares to upstream, version 1.17.2 on amd64, arm64.
Note: this change is a prereq for updating curl on M93 and earlier, see
b/235458537 for more context.
Warning: as a logical extension of the above note, if this change is
reverted for any reason, it is likely that the corresponding change
(go/cos-rev/34001) that updates curl will break some functionalities.
