dev-python/jsonrpclib: Upgrade package from upstream
Newer releases of jsonrpclib support both Python 3.6 and 3.8, let's
upgrade.
Note: this required patching PYTHON_COMPAT to list 3.6 as well.
That's OK since the package itself does, just not the upstream ebuild.
