Revert "Upgraded packages to latest upstream"
This reverts commit 8166eccf346145aa04bb1fbd2de8e2cbc8c42402.
Reason for revert: This updated package has a dependency on newer version of binutils which is not present in our source. During the presubmit the error was not found since this package is not used in the image but only in sdk. Therefore, if we try to build a new SDK (even without any change), the SDK build will fail as it can't resolve the dependency on newer binutils.
RELEASE_NOTE=Rollback pciutils from 3.10.0 back to 3.7.0.
