dev-python/setproctitle: Upgrade package to 1.2.3
Newer releases of setproctitle support both Python 3.6 and 3.8, let's
upgrade. 1.3.0 drops support for 3.6, so we need to hold back to
1.2.3.
Note: this required patching PYTHON_COMPAT to list 3.6 as well.
That's OK since the package itself does, just not the upstream ebuild.
