LAKITU: update setuptools to 65.6.3

Update setuptools to the latest version from the Gentoo upstream
also bring all required dependencies.

Add, as a patch, logic for supporting sysroot in the bundled version
of distutils.sysconfig. Disable the same logic in distutils.eclass.

Fix missing sysroot part in the include path for dev-python/pillow
