dev-python/autopep8: Upgrade package from upstream

Newer releases of autopep8 support both Python 3.6 and 3.8, let's
upgrade.

Note: this required patching PYTHON_COMPAT to list 3.6 as well.
That's OK since the package itself does, just not the upstream ebuild.

Note: this also required updating dev-python/pycodestyle.  I put it in
the same commit as the two packages appear to be closely linked in
terms of version.
