dev-libs/libevdev: Add to portage-stable
Upstream version 1.11.0, ebuild edited to add python 3.6
to PYTHON_COMPAT. Upstream gentoo has dropped python 3.6
completely.
The lib is required for gamepad support in sommelier.
There is a collision on library name with chromeos-base/libevdev.
This is addressed in the dependent CL.

TEST=emerge-tatl sommelier --test, editing the ebuild to pass
-Dgamepad=true on the meson command line.
