Add system-proxy to password-viewers

Allows the System-proxy daemon to access the Chrome OS login password
stored in the kernel keyring.

The login password will be used to generate NTLM authentication tokens
if the admin enables the user to automatically authenticate to an NTLM
proxy using the login password.
