This is the kconfiglib from https://github.com/ulfalizer/Kconfiglib with local patches. The maintainer of Kconfiglib seems to have disappeared. There are pull requests that are 2 years old with no comments. The last commit was Jan 30, 2020.

At some point we may need to create a proper fork if no new maintainer takes over this project.
