openssl: upgrade package to upstream version 1.1.1j
Also drop the local ARM-assembly-pack.patch in this process. This patch
conflicts with 1.1.1j and also no longer seems to be required for arm
builds with clang.

For M85, I needed to cherry-pick a few dependency CLs as well. Keeping
the state of openssl 1.1.1j on this branch in sync with openssl 1.1.1j
on master will make maintenance easier over the long run.

CVE-2021-23840 and CVE-2021-23841.
