dev-go/go-tools: Update go-tools to 83bceaf2424d4
Updates go-tools to commit 83bceaf2424d40bae7db026c4577c292ff05b31c
(version 0.16.2_p20231218), required for go 1.22.3. Also adds the
missing golang.org/x/tools/internal/imports package to
CROS_GO_PACKAGES, and removes internal/fastwalk since it no longer
exists.
