dev-lang/go: Upgrade dev-lang/go to v1.20. This CL is doing the following: - Upgrading Golang to v1.20 - Updating the bootstrap to v1.17.13 as per https://tip.golang.org/doc/go1.20#bootstrap - Remove the installation of `pkg/linux_{arch}` since it is not available as part of compilation.
