chrome-binary-tests: Add the C++ fake_dmserver binary to the build
Add the new C++ fake_dmserver binary to the ChromeOS build.
The new executable binary will be in "/usr/libexec/chrome-binary-tests".
It will be used by Tast tests instead of the old python fake server.
