llvm: Fixes to make google3-stable build successfully.
These changes are necessary to make the Google3-stable version of
llvm (r404259) build an Eve image. This is (hopefully) part of
upgrading llvm-next to r404259.

TEST=Built Eve locally with llvm r404259 with these changes.
