Merge remote-tracking branch 'cos/main-R97-cos-5.10' into release-R97

Merge main into release to pick up retbleed fixes.

RELEASE_NOTE=Updated the Linux kernel to v5.10.133. This includes
mitigations for the Retbleed speculative execution vulnerability. This
may have non-trivial performance impact on your workloads.
