Revert "google/patches/idpf: Fix 60s delay after function reset"

This reverts commit 17f6c6544a767865f26df1c02b66bf4ab879ac8c.

Reason for revert: These patches can cause idpf networking to drop
until an ipv4 address is lost (up to 12 hours). We are still
investigating the root cause.
