Revert "ACPI: processor: idle: Return an error if both P_LVL{2,3} idle states are invalid"

TEST=PRESUBMIT, tested "cat /sys/devices/system/cpu/cpuidle/current_driver" and "cat /sys/devices/system/cpu/cpuidle/current_governor" before and after this change.
RELEASE_NOTE=Fixed an issue where the cpuidle driver selected for some
machine types would cause inflated reports of high CPU usage.
