lakitu_defconfig: Enable CONFIG_TCP_CONG_HTCP

Enable the use of the htcp congestion control algorithm as a module.

BUG=b/455968595
TEST=presubmit, loaded the module and verified it was
available as a tcp congestion control.
RELEASE_NOTE=Enabled HTCP TCP congestion control algorithm as a module.
