crosperf: Add retries to nightly loading.desktop

Test results are very flaky in nightly tests.
In contrast loading.desktop in telemetry_AFDOGenerate is much more
stable where the test has 1 retry.

Retries can significantly extend the test duration but it shouldn't be a
problem since tests are running only every second day and usually take
less than 12h.

toolchain-utils

Various utilities used by the ChromeOS toolchain team.

Note

To run Python scripts in this directory, first run:

export PYTHONPATH=$(readlink -f .):$PYTHONPATH

from this directory.

Then you can run any script.

To get help on any script, type in python <script> --help, or refer to the header of the script for more information.
