RsyncSync: fix PORTAGE_RSYNC_RETRIES (bug 497596) When PORTAGE_RSYNC_RETRIES is set to a positive integer, recycle the uris until the specified number of retries has been exhausted. Bug: https://bugs.gentoo.org/497596
