[autotest] Add a new telemetry_Benchmarks page_cycler_typical25

Chrome and some web content are DPI-aware. Some issues only
manifest themselves when running on a bot with certain DPI.
This test is added to help find performance issues that is
sensitive to DPI.

BUG=chromium:314946
TEST=locally run the test.
