Test that we retry to connect after an AP disappears.
This test:
1) Sets up a network with a single hidden BSS.
2) Connects the DUT to that network and that particular BSS.
3) Takes down the BSS in view of the DUT.
4) Waits for scan cache results from the device to expire.
5) Waits an additional few seconds to get past any immediate
reactions from the connection manager.
6) Bring the same BSS back up.
8) Watches to make sure the DUT connects to this BSS.
Note that since the BSS is hidden, and wpa_supplicant does not
know to explicitly scan for hidden BSS's, this means that shill
must be triggering the scans.
