[autotest] Remove reboot before full update for faster provision
Reboot was added before full update to make sure dut in good state before
full update. However, it costs around 30s. For better provision performance,
reboot is removed in this CL. Any failed test due to provision failure will
be retired if test retry is enabled, which is True for critical suite like
bvt-cq and bvt-inline.
