autotest: Check that bgscans actually work in network_WiFi_BgscanBackoff
In addition to checking that background scans do not impact foreground
traffic, check that the background scans will return expected results
when there is no foreground traffic. This both assures us that our
bgscans are being obeyed by the kernel, and that the test code is
enabling bgscans correctly.

TEST=This test continues to pass against cros hosts.
