login: ui.conf - Limit Android cpu usage during login
Limit the amount of cpu that Android processes can use during Chrome
login. Use the cpu cgroup to achieve this. The limit is removed by
login_manager when Chrome indicates that Android needs priority with the
"PrioritizeArcInstance" D-Bus message.

TEST=Check Android's cpu.shares value before and after starting the play
store app.
