vboot: mark VB2_CONTEXT_FORCE_DEVELOPER_MODE as deprecated
As part of chromium:942901, physical dev switch functionality
is being deprecated.
After CL:1541322 is merged, VB2_CONTEXT_FORCE_DEVELOPER_MODE
will no longer be used, and can be renamed.
