microbenchmarks: Add OWNERS file
Add an OWNERS file as part of a Chrome OS-wide effort to have
accurate OWNERS file for each repository, and potentially enforce
OWNERS approval for submitting CLs.
This repository deals with memory benchmarks, nominating vovoy@
at the suggestion of cywang@.
