bundle_firmware: add cbfs files to RO CBFS while processing blobs
In order for the RW CBFS regions to have the locale files when
'cbfstool copy' is invoked those files need to be added while
building the boot stub.

TEST=chromeos-bootimage on glados. Confirmed existence of locale files.
