[pacina] Add setup.py package info file
One of the places where we install pacina, is Servod infrastructure,
that is based on ebuilds and emerge building system.
Gentoo ebuilds used in CQ test framework do not yet support
pyproject.toml version of installation and they look for
setup.py file, so we add it here.

TEST=`python setup.py install` succeeded and emerge successfully compiled
pacina package in Brya board.
