CFT: Use chromite's path_util for chroot path translation
We're assuming we can construct inside-chroot paths ourselves, but the
mappings may change over time, as SDK state moves out of the chroot.
Use path_util for path translation. This requires plumbing out_path
throughout.
Resolve several of the mechanical (cros format / cros lint) errors while
I'm at it.
