Update LUCI

Note that the minimum supported go version has increased to go1.25.8

and https://chromium-review.git.corp.google.com/c/infra/luci/luci-go/+/7659049 landed,
which changes the API for errors.Reason and errors.Annotate, which are used everywhere.

I need to update this here so I can update the mod replace directive in infra.
