emacs: Replace dotted pair of changes with ChangeInfo entities.
Due to increasing info needs from Gerrit changes, we're replacing
the representation of changes as dotted pairs to the ChangeInfo entity
object in Gerrit's JSON response.
BUG=None
TEST=Evaluated, initialized values, and used with UI prototype.
