openwrt: Move scripts to dir

There is an increasing amount of openwrt-related scripts. This CL
organizes them into a "scripts" directory to keep them organized.
Also makes the scripts meant to be executable as such for ease of
use.

TEST=tested a few of the scripts, and they work as expected still
