fromupstream: Add upstream:// for upstream remotes
Merge hostapd, bluez and linux upstreams into a single list and allow
the upstream tag to refer to all of them. Since each project will only
have one canonical upstream remote, there should be no conflict from
keeping them all in one list.
Also remove the hostap:// tag from supported tags list.

TEST=Ran fromupstream on a bluez patch with upstream:// and verified the
upstream tag was used
