firmware-filter: add boiler plate dynamic request
Initialized with fields for RO and RW as flags. Builds the Dynamic Request and provides a place to populate the lookupTable with relevant firmware information.
Final details such as EC flags, any other flags, and the data calls to populate the lookup tables still need to be done.
