emacs: Authentication by gitcookies
Instead of authenticating and identifying oneself by user, make use of
a gitcookies file instead. Now users can access internal Gerrit hosts
and are not required to set their user.

TEST=Loaded using test Emacs init.el and tested gerrit-comments interface.
