make_chroot: drop old bootstrap logic

When we used old Gentoo stage3 images, we had to do more work to get
it into a good state.  Since we're bootstrapping ourselves now, we
can assume the existing version is already up-to-date and has these
base set of packages.

TEST=`cros_sdk --bootstrap` works
