recover_duts: add OWNERS
Looks like this repo will probably get an OWNERS file assigning this to
Infra folks. I'd like to review stuff that goes into recover_duts
though, specifically for its interaction with system networking. And
grundler@ has pretty much maintained this otherwise, historically.
